The Oahu Workforce Development Board (OWDB) is one of four local workforce development boards in Hawaii established by the federal Workforce Innovation and Opportunity Act (WIOA) of 2014.

We are administratively attached to the Department of Budget and Fiscal Services and are federally mandated to oversee WIOA Title I programs at the American Job Center Hawaii (AJCH) located at the Dole Cannery Complex.


Meetings: Oahu Workforce Development Board meets once per quarter or as needed to discuss workforce development initiatives and the workforce development system in Hawaii. The proceedings of each board meeting are documented and posted online in accordance with The Sunshine Law, Hawaii’s open meetings law, which governs the manner in which all state and county boards must conduct their official business. The Office of Information Practices (OIP) has been in charge of administering the Sunshine Law since 1998. The Sunshine Law is codified at part I of chapter 92, Hawaii Revised Statutes.
